HEIC/HEIF decoder used by the Color a Picture studio (T-329)

libheif.js and libheif.wasm in this folder are an unmodified Emscripten build
of libheif (with the libde265 HEVC decoder), distributed as the npm package
libheif-js 1.23.5. They are loaded only when a visitor adds an iPhone HEIC
photo that their browser cannot open itself, and they run on the visitor's own
device: the photo is not sent to us in this format.

The licence text is in LICENSE beside this file. The decoder is a separate file
served as-is, so it can be replaced by a modified build of the same libraries.
The corresponding source for the pinned version is at the addresses above (the
exact libheif and libde265 versions are named in libheif-js's own repository
for release 1.23.5).
